No, here's the problem. The lower valence and bumber cover are "snapped" together every inch or so. Can't get to this connection from under the car; take a look and see how "tight it is." Also don't see how you could R & R the tips without removing it either; just no room to work. Once cover comes off it's a very simple procedure and quite easy to do. The cover, valance, and two tips all come off together and are "hooked" together.
Not positive but think dealer charge for labor was a couple hours so for that, I wouldn't even consider doing it myself. Believe whole bill was $1,400 including labor and discount negotiated on the tips which are ridiculously priced ($575 each as I recall).
