trigger wire for the relay is bad or a bad connection. Not even sure the if the ECU directly controls the fuel pump relay on the B5s. Maybe just jump the trigger wire for the relay off the ignition (just be careful). Also, try to find out what the "fault code" was. Maybe someone in your area has a VAG scan tool?
