I know nothing of video carmeras, but why would NTSC/PAL be an issue? All TVs these days should play

both formats and will convert to the native fps of the TV anyway. I'd imagine any DVD player made in the last 2-3 years would play both formats too. Region locking won't come into play because they are home authored disks.
